A foundation stone was laid on 25/11/1951 by Pastor H Stiller. The text on the foundation stone is not known. Information/photographs are invited.

An historic plaque at the site, in part, records: From the early 1860s, the local Lutherans lived in small rural communities and worshipped in churches in Hoyleton, Balaklava and Blyth. However, in response to the declining population of many smaller townships and growth of the Lutheran congregation in the Clare area it was decided in 1946 to build a new place of worship in Clare. - Initially, the congregation met at the home of Mr William Wundke of Stanley Flat and later in the Clare Institute. In 1947 an anonymous member donated the block of land in Sabine Street for the site of the new church. - The church was built in 1953 and originally called the Immanuel Lutheran Church...Pastor Hugo Stiller, who was instrumental in establishing the Clare congregation, laid the foundation stone on 25th November 1951. In 1967, the congregation of Clare Bethlehem Lutheran Church, then located in Burton Street amalgamated with the Immanuel Lutheran Church and it was named St Paul's.

The St Paul's Lutheran Church Clare is part of the Lutheran District of South Australia-Northern Territory and the Lutheran Church of Australia. The Clare congregation (to be eventually known as the Immanuel congregation) was founded on 1/1/1947 from the former Ebenezer congregation at Hoyleton. The present church building was begun in 1951, but took about two years to complete due to material shortages, and was opened in 1953. This church building also became the home of the St Paul's congregation after the amlagamation of the Immanuel Lutheran congregation and the Bethlehem Lutheran congregation, from Burton Street, on 1/1/1967.
